The Outline of the 13th Five-Year Plan for National Economic and Social Development (2016-2020) of the People's Republic of China, compiled in accordance with the Proposal of the Central Committee of the Communist Party of China on Formulating the 13th Five-Year Plan for National Economic and Social Development, mainly clarifies the strategic intentions of the state, defines the grand goals, main tasks and major measures for economic and social development, and guides the behavior of market players. It is an important basis for the government to perform its duties and the common vision of the people of all ethnic groups in the country.

The 13th Five-Year Plan period is a decisive stage for building a moderately prosperous society in all respects. We must earnestly implement the strategic decisions and plans of the CPC Central Committee, accurately grasp the profound changes in the development environment and conditions at home and abroad, actively adapt to and steer the new normal of economic development, comprehensively promote innovative, coordinated, green, open and shared development, and ensure that we can finish building a moderately prosperous society in all respects.


Chapter I development environment


The 12th Five-Year Plan period has been an extraordinary five years in China's development. In the face of a complex international environment and arduous domestic tasks of reform, development and stability, the CPC Central Committee and The State Council united and led the people of all ethnic groups in China in tenacious efforts and innovation, made remarkable achievements in economic and social development, and successfully fulfilled the major goals and tasks set out in the 12th Five-Year Plan.


We actively responded to a series of major risks and challenges, including the lingering impact of the international financial crisis, adapted to the new normal of economic development, continued to innovate and improve macro-control, and fostered a sound momentum of improving the economic structure, changing the drivers of development, and accelerating the transformation of the growth model. China's economy maintained sustained and rapid growth, ranking second in the world in terms of economic aggregate, with per capita GDP rising to 49,351 yuan (US $7,924). Major progress was made in economic restructuring. Agriculture grew steadily, the added value of the tertiary industry accounted for a larger share of GDP than that of the secondary industry, the personal consumption rate kept rising, the gap between urban and rural areas and between regions tended to narrow, the urbanization rate of permanent residents reached 56.1 percent, the level of infrastructure improved across the board, and high-tech and strategic emerging industries accelerated development. A number of major scientific and technological achievements have reached advanced world levels. The public service system has been basically established, its coverage has continued to expand, the level of education has been significantly improved, the health of the whole people has been significantly improved, new jobs have continued to increase, the number of people living in poverty has been substantially reduced, and the living standards and quality of the people have been further improved. New progress was made in promoting ecological progress, the system of functional zones was gradually improved, the discharge of major pollutants continued to decrease, and energy conservation and environmental protection significantly improved. We made strong progress in comprehensively deepening reform, continued to improve the economic system, expanded people's democracy, and embarked on a new journey of law-based governance. China has made significant progress in its all-round diplomacy, significantly increased its international standing, deepened its opening-up, and become the world's largest trading country in goods and a major outbound investor. The RMB has been included in the International Monetary Fund's Special Drawing Rights basket. The Chinese dream of national rejuvenation and core socialist values have won deep support among the people, and the country's cultural soft power has been continuously enhanced. Remarkable achievements have been made in military reform with Chinese characteristics, and new steps have been taken to strengthen and revitalize the armed forces. A new situation has been opened up by comprehensively and strictly governing the Party, and remarkable progress has been made in improving Party conduct and clean government. China's economic strength, scientific and technological strength, national defense strength, and international influence have reached a great level.


 It provides scientific theoretical guidance and action guidelines for deepening reform and opening up and accelerating socialist modernization under the new historical conditions.


During the 13th Five-Year Plan period, the development environment at home and abroad has become more complex. Internationally, peace and development remain the themes of our times, and the trend toward a multi-polar world, economic globalization, cultural diversity and IT application is gaining momentum. The impact of the international financial crisis and its underlying impact remain for a long time to come. The world economy is undergoing a tortuous recovery and sluggish growth amid profound adjustment. Major economies are diverging in their trends and macro-policy orientations, financial markets are volatile, commodity prices fluctuate sharply, global trade remains sluggish, trade protectionism is intensifying, and emerging economies face significantly greater difficulties and risks. A new round of scientific and technological revolution and industrial transformation is gaining momentum, and the international energy landscape is undergoing major adjustments. The global governance system is undergoing profound changes, the strength of developing countries continues to increase, the international balance of power is gradually becoming more balanced, the international investment and trade rules system is being restructured at a faster pace, and the multilateral trading system is being challenged by the regional free trade system with high standards. Regional geopolitical games have become more intense, traditional and non-traditional security threats are intertwined, and international relations have become more complex than ever. Factors of instability and uncertainty in the external environment have increased significantly, and China faces greater risks and challenges in its development.


From the domestic perspective, the long-term economic fundamentals have not changed, and development prospects are still broad, but the requirements for improving quality and efficiency, transformation and upgrading are more urgent. Economic development has entered a new normal, and the trend of evolution to a more advanced form, more optimized division of labor, and more rational structure is more obvious. Consumption upgrading is accelerating, the market space is vast, the material foundation is strong, the industrial system is complete, the capital supply is abundant, the human capital is abundant, the cumulative effect of innovation is emerging, and the comprehensive advantages are still significant. A new type of industrialization, IT application, urbanization and agricultural modernization are gaining momentum. New drivers of growth are taking shape, and new areas of growth, poles and belts are growing stronger. Comprehensively deepening reform and comprehensively advancing the rule of law are unleashing new impetus and energizing vitality. At the same time, we must be soberly aware that the model of development is extensive, unbalanced, uncoordinated, and unsustainable. The problems of shifting economic growth gears, the pains of structural adjustment, and the difficulties of shifting growth drivers are intertwined. We face multiple challenges such as maintaining steady growth, making structural adjustments, guarding against risks, and improving people's lives. Weak effective demand and insufficient effective supply coexist, structural problems are becoming more prominent, traditional comparative advantages are weakening, innovation capacity is not strong, downward pressure on the economy is increasing, the contradiction between government revenue and expenditure is becoming more prominent, and potential financial risks are growing. The foundation of agriculture is still weak, there is serious overcapacity in some industries, the inventory of commercial housing is too high, the efficiency of enterprises is declining, and the debt level continues to rise. Development between urban and rural areas and between regions is unbalanced, space development is extensive and inefficient, resource constraints are tightening, and the trend of ecological and environmental deterioration has yet to be fundamentally reversed. The supply of basic public services is still inadequate, the income gap is wide, the population is aging rapidly, and the task of eradicating poverty is arduous. Major safety accidents occur frequently, factors affecting social stability are on the rise, the quality of the people and the degree of social civilization need to be improved, the rule of law needs to be strengthened, and it is becoming more difficult to maintain social harmony and stability.


In conclusion, our country is still in an important period of strategic opportunities in which we can make great achievements, and we also face severe challenges of stacking contradictions and increasing hidden risks. We must accurately grasp the profound changes in the connotation and conditions of the period of strategic opportunities, enhance our awareness of potential dangers and responsibilities, strengthen bottom-line thinking, respect the laws and national conditions, actively adapt to, grasp and guide the new normal, and adhere to the important principles of socialist political economy with Chinese characteristics. We will continue to unleash and develop the productive forces, adhere to the direction of reform of the socialist market economy, mobilize the enthusiasm of all sectors, strengthen confidence, meet difficulties head-on, continue to concentrate on running our own affairs well, strive to make breakthroughs in optimizing the economic structure, enhancing driving forces, resolving contradictions, and strengthening weak links, effectively change the model of development, and improve the quality and efficiency of development. We will strive to overcome the "middle-income trap" and open up new horizons for development.










Chapter Two: Guiding ideology


 We will adhere to the strategic plan of completing the building of a moderately prosperous society in all respects, comprehensively deepening reform, comprehensively governing the country according to the law, and comprehensively exercising strict Party self-governance. We will continue to give top priority to development, firmly establish and implement the vision of innovative, coordinated, green, open and shared development, focus on improving the quality and efficiency of development, and focus on supply-side structural reform to expand effective supply and meet effective demand. We will speed up the formation of institutions, mechanisms and development models that guide the new normal of economic development, maintain strategic focus, seek progress while maintaining stability, and advance economic, political, cultural, social, ecological, and party building in a coordinated manner to ensure that we finish building a moderately prosperous society in all respects on schedule. We will lay a more solid foundation for achieving the second Centenary Goal and realizing the Chinese Dream of great national renewal.


The following principles must be followed:


-- Upholding the principal position of the people. The people are the fundamental force driving development, and the fundamental purpose of development is to realize, safeguard and develop the fundamental interests of the overwhelming majority of the people. We must adhere to the philosophy of people-centered development, take improving the people's well-being and promoting their all-round development as the starting point and ultimate goal of development, develop people's democracy, safeguard social fairness and justice, guarantee the people's equal right to participation and development, and give full play to the people's enthusiasm, initiative and creativity.


-- Pursuing scientific development. Development is of Paramount importance, and development must be scientific. China is still and will remain in the primary stage of socialism for a long time to come. Our basic national conditions and the principal contradiction in society have not changed. This is the basic basis for planning development. We must continue to focus on economic development, proceed from reality, grasp the new features of development, step up structural reform, accelerate the transformation of the growth model, and achieve higher quality, more efficient, fairer and more sustainable development.
